Gemalto, the world leader in digital security, has managed a comprehensive modernisation of Guinea’s voter register on behalf of CENI, the National Independent Electoral Commission in the country. This included the use of 2,500 units of the Coesys Mobile Enrollment station, a portable biometric citizen registration kit deployed throughout Guinea and reaching even the remotest areas of the country. The aim was to ensure that millions of eligible voters were enrolled accurately and reliably ahead of elections which took place in October.

Gemalto has provided CENI with the benefits of a single source, end-to-end secure solution that upgrades Guinea’s existing voter registration system and processes. A total of 5000 operators were hired, trained and successfully conducted the enrolment of voters across the country and abroad, using a front-end solution consisting of biometric citizen registration kits with a dedicated user-friendly software. The enrolment stations also featured robust and advanced devices to register citizens even in areas of the country with limited infrastructure.

Gemalto also delivered a back-end solution comprising an Automatic Fingerprint Identification System (AFIS) to ensure unique and verifiable registration of citizens. The biometric and personal data acquired were securely consolidated to build a national voter register without any duplication. The solution also featured software modules to allow the printing of voters’ lists and voters’ cards by CENI.
