TKH Security Solutions established a new emergency response organisation and access control policy
TKH Security Solutions supplied complete iProtect Security Management System

Diakonessenhuis Utrecht occupied a proud first place in the hospital top hundred for 2008. It is a progressive hospital with three locations in the Netherlands: Utrecht, Zeist, and Doorn. It has 627 beds, admits over 24,000 patients a year, and provides outpatient clinics that are visited by almost 370,000 patients a year. Diakonessenhuis employs 2640 people, including 150 specialists. Since the quality of the healthcare at Diakonessenhuis is recognised for its excellence, the hospital authorities have now decided to bring its security management system up to par.

Situation

Diakonessenhuis commissioned TKH Security Solutions to upgrade its legacy technical security system, which included CCTV surveillance, access control, and a paid parking system. This entailed setting up a new emergency response organisation and access control policy, which would include the reception, the parking management, and the multifunctional use of the new applications. 

Security Management System

Diakonessenhuis was already using a parking system from TKH Security Solutions and the two organisations have a very good relationship. Therefore, TKH Security Solutions played an important role in advising and supplying the complete iProtect™ Security Management System and acted as a sounding board for drawing up the requirements for system integration. This ensured a combined and single-system approach to various aspects of the project, such as the parking and access control and the alarm settlement. Once this planning process was finally completed in 2008, implementation of the iProtect™ Security Management System for an integrated access control and upgraded parking system began.

Diakonessenhuis wanted a centralised and integrated security system. This would allow operators to manage the system from a single location and facilitate future expansions and upgrades. The iProtect Security Management System is designed for centralising the management of an array of network components. Additionally, the system generates management reports to give a clear overview of the surveillance situation and to enable hospital security personnel to anticipate possible incidents.

Diakonessenhuis is able to use iProtect™ to monitor the various areas of the organisation and lock them up. An outpatient clinic that closes at 6 pm must actually be locked after that time so that security knows that all is well at night. iProtect™ makes that possible, so that security personnel can work more efficiently.

Diakonessenhuis also implemented new access passes. Each new pass includes a number of functionalities that are important for Diakonessenhuis, such as a parking and access. Additionally, the passes facilitate future plans, as they are ready for use in various applications, including the issuing and collecting of hospital clothing, paying at the restaurant, and logistics access, which is a hot item in the healthcare sector today.

Newer options

The iProtect™ Security Management System also presents future options for the integration of intelligent video and intruder detection and for interfacing with other systems. For example, a personnel information system makes it possible to work with a central staff database that blocks a pass as soon as an employee leaves the organization. In practice, this could result in a file being generated for an incident. This could consist of a security report, an employee’s report, and camera images of the specific incident.

Technical specifications

The basis for the locations in Utrecht and Zeist is formed by the IP-based iProtect™ Security Management System. The access control system uses 120 card readers. There are eight entry and exit terminals and five cash registers for parking at the two locations. There is also an integrated intercom within the parking system. The plans for Video-over-IP are now ready: the next step will be to replace the outdated cameras.
