Background: higher level security is needed for combating crimes in airports

Santo Domingo, the capital of the Dominican Republic, is the largest city in the Caribbean region. The city accommodates some of the largest and busiest international and domestic airports in the Caribbean, such as the Las Américas International Airport (AILA) and the La Isabela International Airport. AILA is one of the busiest airports in Santo Domingo, receiving a variety of aircrafts, such as Boeings and Airbuses, and handles roughly 3.1 million passengers annually. La Isabela International Airport, on the other hand, is a fairly newer airport, which just opened in February 2006 to replace the former Herrera International Airport. La Isabela is the major hub for Dominican airlines that operate to and from other Caribbean Islands.

In March 2014, Metrotec, a local system integration partner of VIVOTEK, was commissioned to upgrade the surveillance systems at the two airports. The primary reasons for upgrading the surveillance systems in both airports was to combat crime and drug trafficking, prevent loss of luggage, and identify unattended luggage by improving the monitoring and screening of passengers and cargo in the airport. To maximise security, Metrotec carefully chose VIVOTEK’s Network Bullet Camera IP8362 and the Speed Dome Network Camera SD8362E for this project. AILA was fitted with 100 IP8362 and 42 SD8362E cameras and La Isabela International Airport was fitted with 25 IP8362 and 5 SD8362E.

Solution: integrated system, enhanced airports management and operation

The IP8362 is a top-of-the-line full HD bullet network camera designed for diverse indoor and outdoor applications. It features wide dynamic range (WDR) enhancement that allows surveillance in high-contrast lighting conditions, such as near entrances or around airport lobbies and aircraft parking, where both bright and dark areas lose detail. The camera also offers extra smooth video quality with up to 30 fps @ 1080p full HD. In addition, because international airports operate on a 24-hour schedule, the IP8362 comes with a removable IR-cut filter and built-in IR illuminators that facilitated both day and night applications. Other advanced features include tamper detection, 802.3af compliant PoE, and a MicroSD/SDHC card slot for on-board storage.

The SD8362E, a professional speed dome network camera, offers 2MP or 1080p resolution image quality. Featuring WDR Pro technology, the SD8362E can also cope with challenging lighting. With sophisticated pan/tilt mechanism, the camera provides fast, precise movement with continuous 360-degree pan and 90-degree tilt. The airport security staffs can easily control the lens position via a mouse or a joystick to track suspicious objects and set up to 128 preset positions for patrolling. The IP-66-rated housing protects the camera against rain and dust within a wide temperature range (-40°C and 55°C), making this camera especially suitable for monitoring wide open indoor/outdoor spaces like airports. In addition to most of the functions of IP8362, the SD8362E is further equipped with audio detection, which detects fluctuations in surrounding volume, consequently ensuring an additional layer of intrusion detection.

In this project, Metrotec adopted Genetec video management system and integrated videos of both airports in a Central Command Center CESAC C4 where all the images and audio are received. A huge video wall is built to present alarm events to 15 security operators to have detailed viewing for immediate action while at the same time all data are stored in a huge datacenter through non-stop 24-7 operations. The software seamlessly blends the network security surveillance systems installed in the individual airports within a single intuitive interface, increasing operational efficiency and simplifying video management.

The project is now expanding to other 13 airports in the island with the same structure.

Customer Feedback: Robust Security Reduces Risks Effectively Since the establishment of the surveillance cameras and security system in both airports in March 2014, airport management and Metrotec have continued to provide positive feedback, praising the robustness of the hardware, the seamless integration of the software, and the efficiency received in relation to cost, consequently ensuring that airport security is sufficient to cope with the increasing security risks at present and in the future.
